At level 1 you have Poison Trail and nothing else — Nasus can absorb the tickle damage and last-hit with impunity while you have no reliable way to punish his melee positioning without Fling. Treat level 1 as a pure farm-and-positioning phase: establish which side of the wave you want for the proxy setup. Level 2 gives you Fling but Wither is not yet a threat on his kit, so you can nudge him off Q stacks by running through him and threatening the E — he cannot afford to auto-trade into a gassed melee range.
