You have a real window here — Nasus cannot contest Flamespitter at levels 1-2 and simply loses every short trade if you manage Heat correctly. Walk at him when he steps up to Q-stack a minion, ride 50-100 Heat, and punish with sustained Flamespitter into double Electro-Harpoon to cancel his animation and deny the stack. He has no answer to your pattern before Wither comes online. Keep the wave slightly on your side of the river so he must walk into your Flamespitter to farm; if he stacks freely you are handing him free scaling that costs you the entire game.
