Singed is one of the few melee-ish lanes where you can actually press your buttons early — he has no dash for your W to deny, but he also has nothing to fear from it. At levels 2-3 your real window opens: bait him to walk up, E him into a wall for the stun and hammer the max-HP Q while he's pinned. Watch the W fling — if he flips you toward his minions or your tower you eat free poison, so trade with your back to safety, not his. Don't chase him into his poison trail; his sustain and move speed mean a long chase always ends with you taking more than him.
