Neeko's whole early game is her root (E) and Q poke from range — she wants to chip you and never let you touch her. You're fine here: she has weak base stats and no dash, so once you hit Level 2-3 with Q+E, any time her root is on cooldown you can E her into a wall for a stun and Q her max HP. Don't throw E on cooldown into open ground where it just shoves her to safety — wait for a wall, and respect that if she roots you first she gets a free Q rotation.
