Akshan can't actually duel you — his danger is the poke. He Heroic Swings into range, throws Avengerang, weaves an auto for a Dirty Fighting proc and shield, then swings back out before you can land Wither. Heroic Swing has to hook terrain, and colliding with a champion knocks him off it — stand in the swing path rather than chasing. Last-hit with the tip of Siphoning Strike, hold Wither until he commits, and soak the poke; your lifesteal laughs off most of his chip.
