Akshan can't actually duel you — his danger is the poke. He E-swings into range, throws Q, weaves an auto to proc his passive second hit, then dashes back out on E before you can land Wither. Don't chase that; you'll just walk into a Q and eat a free trade. Last-hit with the tip of Siphoning Strike, hold W until he commits, and accept that levels 3-5 are his — soak the poke and farm. Your lifesteal already laughs off most of his chip, so just don't feed him a kill.
