Level 1 is a wash — you only have Q and no engage, and Shen is a slow tank with just his Q empower, so you both farm. The thing to respect is his W, Spirit's Refuge: when it is down he can block your Q3 cleave and your Passive-marked autos entirely, so do not dump your combo into an active W or you mark nothing. His E taunt is his only real threat early, but its long cooldown means once he taunts and misses or trades it, you have a clean window to step up. Last-hit, stack a couple Q marks, and wait for your Level 3.
