Don't trade through it; grab safe CS with the tip of your shots and reload behind minions. At Level 3 you finally get Quickdraw (E): now you can dash in and drop Smoke Screen on him, which blinds his autoattacks and slashes his vision range so he struggles to land his next Q. Be careful — Smoke's blind only stops his autos, not his spell damage, so it doesn't blank his combo. The thing to respect is his E root (Rune Prison): if he lands it you eat the full Q-E-Q rotation, so only commit when that root is on cooldown.
