Hit 2 first, E Nevermove root and Q Death's Hand him before he can line up Dazzle — he eats the chunk and can't trade back. Bait or sidestep the E and his whole lockdown-and-heal pattern falls apart. He is slow and has to charge his stun in melee, so root him before it ever fires. Stack the bolts afterwards, and let the fragments rather than a poke exchange be what decides a lane where both of you heal through everything the other lands.
